The error code indicates an issue with the fibre channel link. To establish
a link, both ports of the link need to be on and attempting link initialization.
The AIX device driver will initiate Link initialization with a mailbox
command to the adapter. If the adapter has not been in use, it may be necessary
to run the AIX configuration manager to get the device driver to configure,
establish the link and open the adapter in AIX.
